Shade is the name of a large, extremely technologically advanced metropolis located on planet Earth in the dimensional plane of Exemplar State, in what was once the United States of America hundreds or thousands of years in the future. It is the last remaining city on Earth and is also referred to as "the last city". The city is surrounded by a high wall, except the western side which borders an ocean. To the north, east and west is a huge wasteland referred to as the "Dustlands", which seems to be the result of some apocalyptic event, as there are whole suburbs buried under the sands of the desert, and there was once an effort to look for survivors in the desert. The city was founded by Les North.

The Shade Tower stands at the center of Shade, in the Business District, and is the largest and tallest structure in the city. It appears as if the seat of government is concentrated inside the Tower, with the city's founder, Les North, possibly living or working there.
It also appears as if the Superintelligence Agency is somehow connected to or employed by the people of Shade Tower, as Agent Sterling flew his police chopper to the tower and placed it inside of it when returning from Dustlands Restoration Region 134 A.
